I really like the ideas in this. What comes up immediately for me is the locality issue. I've noticed it's very difficult for most people in this age to maintain normal relationships with their neighbors. When I lived in an apartment in college I didn't know any of my neighbors, and even now I only really talk to a few of them. There's also a lot of movement as other folx have brought up; even people I know in low income brackets often hop between states. I like the bottom up structuring of the system, but I'm wondering if it might be a lot messier in practice, with people preferring to start with workplaces or online communities they're more comfortable with.
